Child Safety Standards

FlouMe is an 18+ social app for sharing location-locked photos with friends. We have zero tolerance for child sexual abuse and exploitation (CSAE), and we publish these standards to comply with the Google Play Child Safety Standards Policy and applicable child safety laws worldwide.
1. Zero-tolerance commitment
The following content and conduct are strictly prohibited on FlouMe and will result in immediate, permanent account termination and reporting to the appropriate authorities:
- Child sexual abuse material (CSAM) of any kind, including imagery, video, audio, animation, or text;
- Grooming, sexualisation, sextortion, or sexual solicitation of minors;
- Sharing of personal information of minors that could be used to identify, locate, or contact them;
- Promotion, glorification, or facilitation of child sexual abuse or exploitation;
- Use of FlouMe by anyone under the age of 18.
These prohibitions apply to all content — photos, voice notes, captions, profile fields, and any other user-generated content — and to all conduct, including private interactions between users.
2. Compliance with child safety laws
FlouMe complies with all applicable child safety laws in the jurisdictions where we operate, including but not limited to:
- United States — 18 U.S.C. §§ 2258A, 2258B: We report apparent CSAM to the National Center for Missing & Exploited Children (NCMEC) CyberTipline at report.cybertip.org.
- European Union — Regulation (EU) 2021/1232 and the Digital Services Act: We cooperate with EU child-safety hotlines and authorities, and preserve evidence as required.
- Indonesia — UU ITE (Law No. 11 of 2008, as amended) and UU Perlindungan Anak (Law No. 35 of 2014): We cooperate with the Indonesian Ministry of Communications and Informatics (Kominfo) and law enforcement.
- All other markets — We follow local mandatory reporting and content-preservation requirements wherever FlouMe is available.
3. In-app reporting mechanism
Every user has access to an in-app reporting flow accessible from any photo, profile, or message:
- Tap the ⋯ (more) menu on any photo, profile, or conversation;
- Select Report;
- Choose Child safety concern (CSAE / minor) from the report categories;
- Add optional context and submit.
Reports flagged as child-safety concerns are prioritised and triaged within 24 hours. While the report is being reviewed, the reported content is hidden from public view. Confirmed violations result in:
- Immediate, permanent termination of the offending account;
- Preservation of all related content and metadata for law enforcement;
- A report to NCMEC (or the equivalent national hotline) where applicable.

4. Detection and prevention
In addition to user reports, FlouMe uses the following measures to detect and prevent CSAE content:
- Age gate: FlouMe is marketed and rated 18+, and we use the Google Play / Apple App Store age-rating systems as the front line of access control;
- Hash matching: User-uploaded photos are hashed and compared against industry-standard CSAM hash lists (PhotoDNA / NCMEC) where lawfully available;
- Automated and human review: Content reported for child-safety concerns is reviewed by trained moderators within 24 hours;
- Account-creation controls: We rate-limit and monitor account creation to disrupt repeat offenders and coordinated abuse;
- Cooperation with law enforcement: We respond promptly to lawful requests for information from law enforcement agencies pursuing child-safety investigations.

For law enforcement requests, child-safety reports, and inquiries about these standards:

For urgent reports involving immediate risk to a child, please also contact your local emergency services and the appropriate national hotline (NCMEC in the US: 1-800-843-5678 / report.cybertip.org).

7. Updates to these standards
We review and update these standards at least annually, and whenever required by changes in law or platform policy. Material changes will be announced via the in-app changelog and the FlouMe website.
